New Seawall Construction: What to Understand Before You Start

Building a new seawall is a design and permitting project first and a construction project second. This page maps the questions that get asked before anyone drives a panel.

When new construction is considered

Cross-section of a typical residential seawall system. The visible wall is only part of the structure: the cap ties the top of the panels together, and a tieback rod running back to a buried anchor (deadman) resists the pressure of the retained soil and groundwater.
  • Retained height and water depth. These set panel length, embedment and the loads the structure must resist.
  • Alignment. Where the wall sits relative to the property line, the mean high water line and neighbouring structures.
  • Tie-ins. How the new wall meets existing walls on either side, which is a frequent source of both cost and future problems.
  • Soil and groundwater. What is being retained, how it drains, and how it behaves during driving.
  • Anchoring. Whether tiebacks are used, how many, and where the anchors sit relative to existing utilities and hardscape.
  • Drainage. Managing groundwater behind the wall so it does not exit by carrying soil with it.
  • Loading behind the wall. Planned pool decks, slabs, driveways or fill change the design brief.

Materials

Residential systems in Southwest Florida commonly use either precast concrete panels or vinyl and composite sheet piles, usually finished with a concrete cap. Material choice interacts with design: panel stiffness, driving method, corrosion behaviour and repairability all differ.

Access

Access decides the equipment, and the equipment decides a large part of the price. A clear route from the street to the shoreline is the best case. Restricted side yards, mature landscaping, existing structures and neighbouring encroachments push a project toward smaller equipment, longer durations, or waterside work from a barge.

Permitting and environmental considerations

New shoreline construction typically attracts more regulatory attention than repair of an existing structure. Local county or city permitting is commonly involved. Depending on the waterbody, the location of the work relative to the water line, and the nature of the shoreline, state environmental authorization through the Florida Department of Environmental Protection or federal authorization from the U.S. Army Corps of Engineers may also apply.

Environmental factors that can influence review include the presence of mangroves, seagrass, wetlands or protected species habitat. Whether any specific requirement applies to your project is determined by the reviewing agencies, and requirements vary by project and jurisdiction.
